Significance is searching for a Senior Contracts Manager with extensive experience in Government contracting. Candidates must excel in communication and leadership, overseeing the full contract lifecycle, collaborating with stakeholders, and ensuring compliance with regulatory requirements and corporate policies. The candidate must be able to effectively communicate with Significance program, technical, and business management teams providing advice and counsel on risk issues, proposal strategies, and client and customer relationship management.
Responsibilities:• Review contracts, contract modifications, non-disclosure agreements, teaming agreements, subcontracting agreements, solicitations, proposals, bids, and other contract-related documents. • Oversight and administration of Federal Government prime contracts and program subcontracts portfolio from inception through closeout.• Manage one Subcontracts Administrator• Initiate, review, and negotiate Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), Authorizations to Proceed (ATPs), Subcontracts, Modifications and Requests for Proposal to Subcontractors.• Work closely with Program Managers to review contractual terms, identify risks, provide alternate terms and conditions, and ensure adherence to contract requirements to mitigate program performance risks. Ensure that contractual deliverables are submitted on time.• Track CPARS evaluations-coordinating with the Delivery Team and responding to the Government• Work closely with the Finance team to ensure proper contract value, funded value, timekeeping, billing, and any other financial requirements are met.• Responsible for set up of contracts and modifications in the ERP system -Unanet.• Provide support to the Business Development team with tasks such as completing data calls, tracking due dates, and the submittal of quote responses and RFI’s.• Assist in planning and scheduling contract and regulatory compliance activities, including internal and external reviews and audits conducted by agencies such as GSA and DCAA
Required Skills/Experience
- Bachelor’s degree and minimum of 10 years of relevant experience.
- Active Secret security clearance (interim OK)
- Working knowledge of contracting concepts and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS) and other Federal regulations. Knowledge of Cost Accounting Standards (CAS) a plus.
- Experience analyzing complex agreements (NDAs, TAs, Terms & Conditions, etc.) and Consultant Agreements in addition to other documents as necessary on a timely basis.
- Ability to learn and apply company policies and procedures quickly.
- Ability to effectively engage with internal and external stakeholders, facilitating collaboration across organizational lines, and adept at articulating complex or contentious topics to C-suite executives.
- Demonstrates meticulous attention to detail and strong research skills, ensuring accuracy and completeness in contract management and compliance.
- Experience working with a variety of contract types such as Fixed Price (FP), Time & Material (T&M), Cost Reimbursable, Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ).
- Ability to adjust quickly and adapt to changing priorities.
- Demonstrate discretion and professional demeanor.
- Ability to work in a team environment while also being able to work independently with limited oversight.
- Strong organizational skills with attention to detail.
- Proficiency with Microsoft Office Suite (specifically Excel, PowerPoint, and Word) Adobe, SharePoint and Unanet.
- Current Security Clearance preferred or the ability to obtain a security clearance.
- Demonstrates a track record of initiating and successfully implementing innovative ideas to enhance organizational efficiency and support strategic business objectives.
Desired Skills
- Experience with ISO 9001, CMMC, CMMI
- Professional certification(s), such as the National Contract Management Association (NCMA) Certified Federal Contracts Manager (CFCM).
- Experience with Mentor Protégée Joint Ventures (JV) Agreements, negotiating contract terms with JV partners, ensuring compliance with work distribution requirements, and administering contracts.
